I’ve never heard FDR sent Kennedy to London as an insult or joke. Kennedy actually enjoyed success running the SEC for Roosevelt, plus had been a huge supporter and contributor. When word got back to Washington that he was acting like a crazy uncle, they recalled him.

The way I heard/read was that FDR sent an "Irishman" to the Court of Saint James.
