Splitting hairs and re-interpreting things is a Democrat thing.

Technically, she is "correct". It is not "delayed", they just aren't going to enforce it.

So to go along with her "reasoning", the enforcement of the employer mandate is delayed (until after the 2014 elections to give the Dems a better chance of holding some House seats).

Far, far worse. The 2014 penalities will STILL BE ASSESSED. They only delayed processing and collecting them in 2014. Companies will still owe the 2014 penalities, now with interest, on top of the 2015 penalties, all collected in 2015.
