Rush, the thought that you're looking for is that Obama has granted to himself the power of the
Line Item Veto that Reagan wanted so badly.
Now, Obama can effectively veto any part of a bill that he doesn't like by simply refusing to enforce its provisions and dare Congress to confront him.

...and if dollars have been appropriated in any budget prior to the new implementation date, dear leader is in violation of the Congressional Budget and Impoundment act of 1974 (brought to us thanks to Richard Nixon).
I would love to see this administration in court defending its decision to not execute Obie's signature legislation.
