Gov. Branstad is a Republican, in office 1983-1999 and 2011-present. There is nothing to indicate that he had anything to do with the trooper speeding. It is common knowledge that cops rarely ticket other cops.

Well, I was doing some site surveys in IA a few years back and found that those folks in the Eastern (geographical) half to be somewhat unfriendly and 'rat like.
The folks in the Western half were true Americans.
