Why does the Congress allow this flop of a president the right to write hot checks all over the world? They certainly don’t intend to fund all these Santa Claus programs, do they?

republicans have had control of the purse strings for almost 3 years...

they haven’t slowed spending one bit.

to answer you’re question, yes.. they will continue backing the checks with phony money the fed reserve prints nightly

I have been asking this question and similar ones for years, but whom to ask and get an authoritative and useful answer?

Why did Hillary have a checkbook on American Taxpayers' account without their permission? Who is even authorized to approve that?
Now it's JenJis Kahn playing the same game, as well as Hussein himself?

Have all other presidents played footloose with the American treasure, robbing the hardworking taxpayer without any hesitation?

Who was the first?
How many individuals have that authority?
What Article of the Constitution permits it?
What specific statute enshrined this international permanent pork?

Here, this stupid American always believed that only the House of Representatives had the power to disburse revenue.

No other legally constituted elected body has that power.

And if that power can be delegated Constitutionally I would love to see the enabling legislation, and the Supreme Court decision that resulted. Hard to believe such a monumental abuse of "governing" would go unchallenged.
