Legislators, backed by unions, consumer groups and doctors, are calling for fines that could reach about $6,000 per full-time employee who ends up on Medi-Cal, the state Medicaid program for the poor and others. They say this would eliminate a loophole in the Affordable Care Act that encourages large retailers and restaurant chains to dump hourly workers onto the government dole because there's currently no penalty for doing so.
With the idea gaining momentum, retailers and business groups are pushing back. They say California's move would set a dangerous precedent and result in fewer jobs at a time when many people are still struggling to find work.
"It's one of the worst job-killer bills I've seen in my 20 years in Sacramento, and that says a lot," said Bill Dombrowski, chief executive of the California Retailers Assn. "The unions are fixated on Wal-Mart, but that's not the issue here. It's a monster project to implement the Affordable Care Act, and having this thrown on top is not helpful."

Walmart will replace humans with robots. I kid you not. They’ll go to an “automat” format where you stand at a kiosk and “shop”, when your order has been picked and placed in a cart (by machine), you pay and leave with your goods. There will be no jobs for the rabble at Walmart.

You're right and it's all one piece of the puzzle. People working part time won't be able to afford a car and if a two income couple has a car they won't be able to afford gasoline and insurance. The solution will be to move out of the burbs and into the new high density housing that will be a wonderful new solution coming from the fascist democrat party before long. Probably before the 2014 elections so they can promise the recent college grads working part time at Walmart that there will be affordable places for them to live. Oh, and plenty of public transportation for those who don't want to walk or ride their bicycle.
Just think of how wonderful it will be, most Americans can learn to have the whole family ride on something like the old Honda 50. It should be no problem at all for them to make most US cities look like Saigon in the sixties, knee deep in little motorcycles. Papa drives, Momma sits in his lap breast feeding the infant. One kid on the handle bars and one on the back facing backwards keeping grandma who is behind them from falling off while grand Ma holds another child.
We'll have a superior quality of life, though, because it'll just be two adults and the one kid since the government will go the route of China and only allow one child per family.
I know you intended this tongue in cheek, but I could almost get behind a one child policy for anyone receiving welfare. It makes no sense to provide incentive for procreation and promiscuous behavior if we are paying the tab. It's not just about the food stamps and SNAP to feed the child, it's about the medical bills, housing, public education, etc that they are going to require. There are some households around here that have three generations of leeches living there - and they are content doing so. The current generation is having children younger and younger which just promotes the cycle. It's disgusting!

$6K is still cheaper than providing health insurance, esp. at the rate the premiums are skyrocketing.
Which is the same thing every other large employer of low waged employees have been planning to do for the last year or so. To get them on Medicaid in their states.
It is in the company's financial interest to do so because of O-care. You either provide major med coverage for $8/hour people, or pay $2K tax on them. OR you cut their hours and tell them to get their coverage off the state. The law of unintended consequences, CA just added major fuel to that incentive.
Let me further clarify, CA just added major fuel to the incentive of not hiring these folks at all because of the proposed regulations. Since the employers are forced to encourage state assistance to these worker’s because of O-Care, CA is trying another way to get the money back, but all it will do is provide a major incentive NOT to hire.
