“We can’t have people growing their own food now can we?”

IIRC, in some places, it’s illegal for Americans to collect rain water — or, at the least, they’re taxed for doing it. I may be wrong, but I believe I read it here.

Just today in Texas they’re encouraging the building of retention ponds to help supply the underground aquifer.

Colorado. Here's the state website on how to pay for the permit.
