The Russian Emergency Situations Ministry and the USA Federal Emergency Management Agency (FEMA) are going to exchange experts during joint rescue operations in major disasters. This is provided by a protocol of the fourth meeting of the U.S.-Russia Bilateral Presidential Commission Working Group on Emergency Situations and seventeenth meeting of Joint U.S.-Russia Cooperation Committee on Emergency Situations, which took place in Washington on 25 June.
The document provides for expert cooperation in disaster response operations and to study the latest practices.
In addition, the parties approved of U.S.-Russian cooperation in this field in 2013-2014, which envisages exchange of experience including in monitoring and forecasting emergency situations, training of rescuers, development of mine-rescuing and provision of security at mass events.
At the end of the meeting the parties expressed their satisfaction with the level of cooperation between the Russian Federation and the United States in the area of emergency prevention and response and agreed to develop it in order to respond efficiently to all kinds of disasters.

I hate to say it but there is nothing scary about it. Russian FEMA (or EMERCOM as they call it) is probably the most competent organization in the world today in terms of handling disasters. Even Israel is glad to see these “troops” is case of forrest fire or something like that. If not for an arrogance of some US officials who thinks EMERCOM aircraft aren’t green enough the problem of forrest fires in US could have been solved a decade ago. FEMA need to learn from them. Remember New Orlean. It couldn’t be handled that way in Russia.
BTW, EMERCOM aren’t military, thye don’t have any guns.
They’re all New World Order traitors.
FEMA is a domestic agency to aid domestic events - don’t let them go anywhere else. Keep them home taking care of American needs.

There was a FR thread about a week ago that I can’t find now but it specified the FEMA zone (III - Washington DC) that Russia supply troops to assist in an emergency.
“This suggests that events designated as “National Special Security Events” by the Department of Homeland Security, which include the Super Bowl, international summits such as the G8 and presidential inaugurations, will now rely partly on Russian authorities to provide security.”

The article notes that it’s illegal (use of foreign troops to police US soil).
WHy wouldn’t Russia team with terrorists and deliver a 1-2 punch - have the terrorists attack and draw the soviets into the country as a response. ANd when might the US wake up to the fact that Obama is far off the grid legally?

I am curious about this as well as you. So they want 15,000 Russian supply troops to help at National Security events alongside FEMA. What about those Russian troops that are in and around Colorado training? Are they planning on dressing these Russian troops up in US uniforms to do no good if/when the feds decide to go hot with their take over? These guys won’t have to fight for a beachhead, we are bringing them in legally(?).
