If the switch to the new tech couldn't be made without vast new powers being lorded over the goobermint's masters, including requiring permission simply to employ it, then it simply wasn't ready for prime time, and should not have been adopted, period. They were fought, they were won, and you don't need a license to drive. Per the vehicle code, only commercial vehicles and drivers need licenses.

Of course, the government can (and will) presume you are a commercial driver. And presume, and presume and presume and presume...
