Eventually, they are going to vote on it, and they either have the votes or they don't. Stopping her on a technicality could just create some cause celebre about how unfair it was.
It's a special session of the legislature with a specific termination date: midnight, tonight.
If she had dragged it out until midnight, no more business could've been transacted.
