A foreign head of state does not ‘defy’ the US. The assumption inherent in such a choice of words is that when the US issues an order the whole world is supposed to drop everything and obey.

Screw that. Agreed.
But we see that even here: look at the relationship of the FedGov and the Several States.
(The former views the latter as mere vassalage.)
...except that lords were supposed to have a loyalty to their vassals, and they routinely engage in malfeasance and nonfeasance.
