There are a series of votes. Every vote taken is not necessarily a final vote on the bill. That’s called a vote on final passage. But various procedural votes are taken before it reaches the final passage vote.
The reason everyone against this is so upset is, usually, these procedural votes are a useful indicator of whether the bill will finally pass and by how much.
But no, the final vote on passage hasn’t happened. Yet.
