It’s very easy to happen. All you need to do is apply for any number of Federal or local governmental jobs or even for a handgun carry permit and you’re likely to have your prints taken. I’m 70 right now. The first time my prints were taken was when I was 18 and applied for a summer job on a railroad. Then there was the Army, then a carry permit, then another job. Having your prints taken in connection with a criminal matter is only one small way they are likely to be taken.

Yes, plus any professional license (lawyer, doctor, etc.) Or if you volunteer in church (background check to keep criminals and sex offenders away from the kids, at least in current Catholic churches).
