A Master Sgt can only be demoted by Dept of Army...or Court Martial. No rank can be taken
He may be near retirement...so did not want to fight it

"Did he lose any stripes?" As a MSG he can't lose rank in an Article 15. Even a field grade Article 15 can only reduce an E-5 or E-6.
