Dispatcher specifically said that due to liability they cannot issue an order Right. “We don’t need you to do that” is the dispatcher explicitly saying that they are not instructing GZ to follow Trayvon. They are also not instructing GZ to NOT fllow Trayvon. GZ was free to follow his own judgement.
