No bill over 250 words long should be voted on without being read aloud and each part debated and voted up or down on the floor of both houses. I also think that C-Span should be allowed to show the members listening to the speeches and debates as they happen, for the sake of transparency.

I think senators should have to take a written test on the bill before they are allowed to vote on it.
