Agreed, since now, particularly in a setting like that, it has come to mean “I’m about to blow myself up while trying to kill as many others as possible”. Faced with that credible threat, shooting him is the right response. Muslims must blame the jihadists if they one day have to face a world where the only place it is safe to shout out that phrase when not in an Islamic neighborhood, without this possible consequence, is inside a mosque.
