If the feds really wanted to find someone in HK, they could go to the Triad crime families who know where everyone is. They might have to offer something substantial in return, but business is business. If the NSA knows where you and I are now, how can they not know where the most wanted person on their list is right now?

The Triads may be more nationalist than the Chinese Government. Besides, it's pretty dangerous to work against the intent of the country's government. Triad leaders are not idiots; they know they are permitted to exist only because they are useful to the Party. The Triads will take the CIA's money and then run to the HK police to report, in exchange for a few more cases of not too rigorous investigation of a crime. And if the HK police wants that CIA man quietly gone... the Triad will do the job, and the agent will rest peacefully, somewhere deep in the channels near Tonnochi Road.
