Most of Congress and the Executive branch, unfortunately. Policy is adopted or rejected largely by sticking their collective finger in the wind.
Such polls should include a qualifier to determine if the respondent has a minimal understanding of the issue. Asking if Obama is doing a good job is meaningless if the individual does not know anything beyond O is pres.

Actually policy is developed in consultation with those who fund campaigns - labor unions, multinational corporations, billionaires, interest groups. Public opinion is then manipulated by the mainstream media, academics, and community organizers.
If the mainstream media had run daily stories pounding Obama about the scandals, like they did Bush on Iraq and Katrina, his approval rating would be in the 30’s. However the media is in unison telling people things aren’t that bad and are improving.
For those who have jobs, things are okay. For those who are on the government dole (either employed directly or on the benefit gravy train) things aren’t so bad. With 47% receiving some kind of government check it isn’t surprising his bedrock support level seems to be in the high 40’s.
