bonuses for the IRS

I perhaps should be paying closer attention but I have yet to see an article detailing what the bonuses are for.

Generally, the award of a bonus is for achieving a milestone or fulfilling a quota. A bonus plan establishes goals, which if accomplished results in additional monetary benefit.

The IRS has approximately 100,000 employees if you include those already indicted for fraud. If the bonuses were equally distributed it would mean a $700 bonus to each employee. However, I seriously doubt there is any equal sharing of bonuses.

That leaves me with three pressing questions.

Who, by name and title, receives a bonus?
What is the amount of the bonus the individual receives?
Why did that individual receive a bonus?

Does anyone have the answers?
