Would you seriously expect police to not appear for 15 minutes? Do you seriously expect that everyone involved would have been arrested at gunpoint within three minutes of police arrival, along with warrants out for the arrest of every member of the sponsoring organization?
I suspect the local police were ordered to allow it.
The phone records should reveal who the police were talking to during that time. I smell a great big lawsuit.
