They used that as a justification for forced labor, and basically any atrocity they could think of. After all, as Article 12 of the 1936 USSR constitution (where the distortion of the Bible verse in question is) put it, work was a “duty” and a “matter of honor”.

Many years ago, back in the 1960s or early ‘70s, I believe, there was a debate on TV between USSR lawyers and US lawyers.

I do remember the USSR Lawyer quoting that statement by St Paul (He who does not work shall not eat) in opposition to what the American politicians were doing about welfare.
