Americans call it the Federal Reserve which is a privately-owned credit/debt system allowed by the Federal Reserve act of 1913. The Federal Reserve Banks issue Fiat Paper Money and practice economically destructive fractional reserve banking.

You don't know that Communism calls for a progressive income tax? For confiscatory inheritance taxes? For a central banking system that can loan money to the government on request, in order to engage in deficit spending? For a compulsory public education system in order to indoctrinate the youth?

Fascism can function quite smoothly against the backdrop of Communist/Socialist/Marxist state policy (whatever you'd like to call it.)
