Obama needs young, healthy Americans to sign up for and pay for health insurance that costs far more than what they get for it.

A major aspect of our laws is an intricate web of cost-shifting (and responsibility shifting). The Democrats are worse about this, but the Pubbies are not very good either. They just pick different winners and losers.
