Some parts of the world are simply not modern enough for serious electronic communications. An old postal definition of what it means to be a third world country is that when a letter comes in with your name on it they send a messenger out to deliver it to you personally.

Such places exist! There are even places with electricity scheduled weekly for a good 15 minutes.
