People really need to learn to stop believing that headlines have anything to do with the content of any story. It is TOUCHING the cop in a way that annoys or harasses that is at issue.
Headline writers are paid to be provocative and force people to read the crap that the Journalism majors spew. They rarely have any desire to be factual.
