The highly controversial bill to allow drivers' licenses for undocumented immigrants became more controversial Wednesday.
An obscure sentence that was buried in a detailed "implementer'' bill would have unexpectedly changed the effective date of the drivers' license program - meaning that the program would start in less than a month on July 1. In lengthy debates on the House and Senate floor, legislators said the state motor vehicles department needed until January 2015 to prepare for a major change that would mark the first time in state history that the immigrants could obtain licenses.
The switch set off a mad scramble at the Capitol on Wednesday, but the new date was withdrawn after discovered the proposed change.

The sentence was buried on page 355 of a 508-page bill on a day when sleep-deprived legislators were rushing to finish five months of work at midnight.
After the sentence was caught by House Republican chief counsel Deborah Hutton and news stories started to spread, the language was removed from the bill. The governor's office, House Democrats, and Senate Democrats all denied knowledge of how the sentence got inserted into the measure.
"It's one of the most reckless and irresponsible things I've seen in the 15 years I've been in this building,'' said Rep. David Scribner, the ranking House Republican on the transportation that oversees the motor vehicles department.
