I thought in the case of chitown that it was synonymous.
I think it is naive to believe this is a local phenomenon or one unique to Chicago. Mafias and organized crime can only exist where there is political corruption.
I suspect this is only the tip and that every major city in America suffers from the same or similar issues. Big government means big crime.

You might find this post interesting. It’s the story of Chicago/Cook County politicians and judges and their direct alliance with national street gangs.
It touches on corruption, but also on public policy like gun control, prisons, immigration and drug policy.
Been that way since the days of Pat Marcy and the outfit.
You’re on to it. The aldermen they name, some of whom I know, are all black. The gang leaders they reference are also black.
That said, this happens to Latino politicians as well as white politicians. White political crime in Chicago tends to be more sophisticated and less street level. Bigger connections and bigger scams.
Most elected officials that are white have law practices. The black/Latino pols are usually somebodies lackey, for instance Mayor Daley’s or Rahm’s. They rarely are attorneys and don’t have the clout to go after that level of corruption.
They make over $100K/year and get some very nice perks. For the most part it’s the highest they’ve ever been paid and their at the top of their food chain.
So they’re fighting to remain king of the mountain in their Ward. The City code is such that the alderman is a god in their ward. Nothing moves without their OK, unless somebody more powerful with more clout says so, overriding them.
An aldermanic race is won by less than 1000 votes, so they ally themselves with gangs who get out the vote, cheat and steal an election for them. It’s a win-win.
That’s why we need immediate election reform, paper ballot receipts and a purple finger. ;-]

It’s a short and interesting read. Cook County which is the City of Chicago’s county, has been corrupt for over a century. It’s a culture and it won’t change until Chicago looks like Detroit. Sadly, Chicago has a diversified economy, a major airport hub, a major rail hub, a massive E/W and N/S highway system and a big lake.
It won’t change in a century.

The only hope is that Chicago goes bankrupt and is put under an emergency manager, who takes away the ability of the aldermen to buy gang support. Unfortunately, Chicago dominates state politics as well.
Yep. I believe, in stark contrast to others, that inroads can be made using what would be termed RINOs. They’d be conservative on economic issues and some social issues, but they’d be soft per the FR standard.
We have natural allies against SSM in the black community. Latinos don’t vote and are ambivalent about homosexuality, which seems unusual given their macho culture (but, look at Islam for the same thing).
The same goes for vouchers and even guns for self-defense. On the economic front my findings indicate that Illinois voters are government consumers. They want choice and accountability and if you can deliver the services at a lower cost than currently you can win.
Illinois is America’s North Korea. It isn’t an easy road out after 7 generations (20 years) of utter criminal government.
