Over the last twelve years of war, our Army has demonstrated exceptional competence, courage, and resiliency in adapting to the demands of war and accomplishing the mission. Today, however, the Army is failing in its efforts to combat sexual assault and sexual harassment. It is time we take on the fight against sexual assault and sexual harassment as our primary mission.
I just grabbed off one of the google search hits.. this is from wiki graffiti about an essay describing what is likely to happen as the military gets more and more civilian assignments and almost no military assignments.

Note 1992. At the time that the Clintons and their ilk were coming on strong with their talk of a "peace dividend" and more.
I recall reading that this work was well received all the way up the chain of command.
