It has no force of law without the Senate ratifying it and no matter what anyone says... that is the truth. I do not think that they have nearly enough votes to pass it in the Senate.

House does not vote on treaties.
Though enabling legislation requires their agreement.
Only the Senate ratifies treaties... but I truly do not think that they can get enough votes to pass it... not with the 2014 rat bloodbath that is coming.
