Repeal the 16th and 17th amendments
Require congress to present to the President a separate and stand alone tax assessment for each fiscal year within 30 days of the start of a fiscal year. All salaries of the Senate and the House will be held in escrow until the tax assessment reaches the President
In the tax assessment, Congress will be required to determine 3 things - 1) general taxes to be raised; 2) amount to be borrowed; 3) amounts of fees and charges for services rendered (postage fees, patent fees, import and export taxes etc). No other revenue may be raised. The Federal government shall not be able to spend beyond the amounts determine by passage of law. If no budget agreement is reached within 90 days of the new fiscal year. The President, Senators, and Representatives will all have their salaries held in escrow until a budget is passed. Until that time, the Federal government will operate under the previous approved budget.
The amount identified in the general taxes will be divided into a per seat cost in the following manner. One half of the general tax will be divided by 100 and each State will have added to it’s tax assessment the value times the number of Senate seats. Likewise, one half of the general tax will be divided by the number of representatives in congress and each state will be assessed the value times the number of Representative seats. Each state will then receive a bill for each seat in Congress (Representative Apportionment). The annual tax assessment will then be divided by 12 to determine the monthly payment for each state.
States which are not able to pay their monthly tax assessment within 90 days will lose the right to vote in any committee until their account is current. States which fall more than 120 days in arrears will lose the right to vote on the floor. States which fall more than 180 days in arrears will have their state Senators and Representatives salaries held in escrow until the State is current.

I completely agree, especially with the repealing the 16th. We have to get the Federal government off the backs of individuals and onto the backs of the states, where the founders envisioned it should be (i.e., check and balances).
