Officially, she may not have been part of the campaign. However, in practice the whole White House Chicagobama gang functions as a permanent campaign organization (the Clinton War Room on steroids).
All recent scandals had one overriding goal at their root: to neutralize everyone and everything that could impede BHO's re-election.

We know that Obama does nothing but 'campaign'. Everything she was involved in was in support of the 'campaign' of Obama. This 'illicit if not illegal' activity was all in preparation for the election.
Obamacare WAS the campaign foundation of Obama.
