Federal Election Commission records show that former IRS commissioner Douglas Shulman, on whose watch the agencys targeting of conservative groups began, is a donor to the Democratic party.
Shulman made a $500 donation to the Democratic National Committee in October 2004, when George W. Bush was campaigning for reelection against thenMassachusetts senator John Kerry. At the time, Shulman was serving as executive vice president of the National Association of Securities Dealers, a private regulatory agency that monitors Wall Street transactions.
In 2008, Bush appointed Shulman to lead the IRS, serving under then treasury secretary Hank Paulson. According to the Treasury Department inspector generals report released in mid May, the IRS began singling out conservative groups for inappropriate scrutiny in the summer of 2010.

(Partially) Bush’s fault.
Hank Paulson was a major player. He betrayed Bush. He got together with Obama to suddenly announce the economic crisis. He refused to communicate with Juan McCain, who was left with his mouth hanging open, but he pretended that Obama was an economic genius who could fix the mess—which they pretended that Bush had made.
Well, Bush was partly responsible, because he didn’t do enough to fix the mess left to him, mostly by Jimmy Carter and Bill Clinton, and the damage the resulted when he lost control of the Senate. And because he foolishly appointed liberal after liberal to key positions in his government, because they were easier to get confirmed. Paulson and Shulman were just two of many stupid appointments.
It’s all Bush’s fault.
Example #5,344 of GW Bush’s naievete.
Bush: Nice guy, but what a sucker and a dope.
First lesson of politics: Never trust a democrat.
The GOP-e never learn (and are not interested in learning, anyway).
Paulson is a Democrat and everything he did was in order to save his company and his interest in it.
1.) Turncoat
2.) Liberal
3.) Works for the IRS
This guy has a lot of negatives in front of him.
Bush was as liberal as Obamanothing.
I disagree.
The last President who appointed Shulman to his post was Obama, not Bush.

GWB went to Washington confident he could be a "Uniter, instead of a Divider" because he had actually accomplished that objective as Governor of Texas.
Bush's first term as governor was marked by unusually good cooperation with a then Democrat House and Senate and a Democrat Lieutenant Governor, Bob Bullock.
The problem was that these were Texas Democrats, not National Democrats. They were generally conservative and oriented toward what was best for the state, rather than their party.
The Democrats that Bush encountered in Washington, of course, were anything but conservative and rabidly partisan -- a whole 'nuther thing. He apparently wasn't ready for the contrast.
Since that time, Texas Democrats have changed, too. All the conservative ones became Republicans and the Democrat rump remaining was the moonbat crowd in Travis County, plus the captive minorities. The conservative Democrat breed is largely extinct in Texas today.
YES! Also never take advice from a democrat - even when they try to sound 'well meaning'...
Yep. Dana Perino said it was in 2007 and Bush said to the Dems Senate”is this guy okay for you?”
And another commentator said to”Sohhhhh, he just a nominee out of a grab bag?”
And Dana said Pretty much. Bush was busy try to get a few more things off his agenda
Hi Doug. Please, sit down. Put your feet up. Coffee?
I wanted to talk to you about a huge national problem that you can help me with.
These Teabaggers are going wild now that the court ruled against us on Citizen's United. They are organizing and raising money like crazy. We definitely need to bring these crazed groups into line. Don't you agree?
Look, Doug. I like you. I would hate to see your career set back and your family suffer because you can't find a job. That would be terrible. Your wife and kids are depending on you supporting them. You would feel awful if something bad happened to them just because you didn't do what you need to do.
Let's meet next week and you can let me know what you think.
That is a nice explanation. Thank you.
Bush turned out to be ‘all hat and no cattle’.
I have my own theory on why Shulman went to the White House 157 times. We will need some inside information to prove it, but if Larry or Reggie finds out they just might spill the beans out of jealousy.
In "2008", if everyone remembers, Bush had already 'checked out', and couldn't give a ratssass about where things were going. Not surprised that he appointed a RAT to infest the already infested Govt.
First time I saw Shulman speaking in the hearings, it was very apparent he is (or just acts like) a homo.
