There was a story on the BBC News just last night about how the Chinese got a hold of the plans of some very expensive and super secret intelligence complex that the Australians just built...or are still building (can't recall which).

IMO,in addition to the Chinese government employing millions of hackers to probe Western computers there can be no doubt that 99% of the "students","businessmen" and "diplomats" found in advanced,democratic countries (the US.Europe,Japan,etc) are spies.

The Pentagon needs to form a task force of accountants to tally up the dollar value of everything the Chines have stolen from the U.S. government and private sector going back 30 years. Then balance that against the Treasury’s debt to China. China would still end up owing us money.
