20% would seem to be a low estimate. Total population, perhaps.The young people, probably far higher.
The young men cruising the beaches looking for hook-ups are probably inked up as well.

Do I think it is attractive? No. But, truthfully, my friend’s daughter has lots and lots of tattoos, even a sleeve. (her wedding was a trip!) She also dresses very Goth. But she made excellent grades thru high school and college, has a great career and family. And is normal as they come. She just looks a little strange.
Like I tell my late 20s early 30s kids, when they hit about 50 they’ll be paying more taxes so idiots with piercings and tats can have them cosmetically erased. The same thing with people with the loud speakers disguised as s#itty little cars. Hearing specialists will clean up in about 20 years treating those dim bulbs who blew their ear drums out.
