The shooter could’ve been waiting for ANYBODY to stop and clear the trash.

That was my first guess too, since we're all guessing. It was nothing personal. The shooter would have happily shot anyone who stopped to remove the debris.

Maybe, unless again it was like gang initiation where the desired victim needed to be a cop. In which case then they’d put out something in the road and wait for either a cop to come get it, or an accident to happen and a cop to come.
