Yes. France divides their 'neighborhoods' and other administrative district into what are known as "arrondissements." Some other countries also use this term and method. Its kind of complicated but France has 342 arrondissements.
Quite a number of these are also known as "No Go Zones" due to the savage nature of the inhabitants.
No police (Military units, including APVs, for escort)), no mail delivery without a military escort, and the same for ambulance, fire and utility service work and workers.
These areas, arrondissements, are quite literally barbaric areas existing within the country.
Perhaps you remember the days of fire a few years back - these areas are where it started.
Same thing is happening in Sweden currently. 6 days or so of fire-bombing spreading across Stockholm and other cities. Roots in the local Mohammedans.
