That stretch of highway is actually pretty well maintained - worlds ahead of the narrow pothole- and crack-ridden slabs of concrete they call roads in New York (another Democrat-controlled paradise). When the truck hit the bridge at high speed it obviously displaced the entire section from the supporting column which precipitated the collapse. There was nothing wrong with this bridge.

There's always something wrong with an interstate highway bridge that can so easily get destroyed by a mere truck. Nothing less than a seagoing barge or an aircraft carrier should be able to do that.

Regarding New York bridges ~ they're all owned and operated by the New York Port Authority ~ an independent interstate compact operation. For all practical purposes they are a pay as you go sort of thing, fairly close to what you'd get with a private bridge company!
