The Inspector General knew of the scandal last year and supposedly withheld the information from Obama. We know that isn’t true because the Inspector General works for the President, but that is the line.
Congress needs to drag the low level workers, the ones who were responsible for the individual applications, in to testify regarding their actions and who gave the directive. See who is willing to take responsibility for the action. Then, unless the worker is willing to take the responsibility, prosecute for abuse of power.
Start at the bottom and work up to the higher levels until someone finally says that he or she made the decision and gave the directive.
