Is there some kind of double jeopardy that applies to how many times a federal government employee can be called to testify before Congress?

Issa would have dismissed her and that would have been that. I'm no fan of Issa's, but that was a shrewd one he pulled this AM. IMO, he knew exactly what he was doing.
