Re: “SNAP (aka, Food Stamps) is administered by the Agriculture Department.”

Here in Washington state, that is not correct.

Here, and I assume in many other states, state employees administer Food Stamps.

States have considerable latitude to interpret eligibility rules.

For instance, in Washington state no one is required to show proof of legal residence in the USA to get Food Stamps.

Actually most food stamps are administered by county departments via county Health and Human Resources Departments aka Welfare Departments.

Adults who can’t “show proof of legal residence in the USA” aren’t awarded federal food stamps in the State of Washington. Their children may be. As far as the state food stamp program goes, I don’t know about the eligibility requirements.
