The essay is a bit misleading, implying that the Japanese are focused on preventing the immigration of Muslims when it's foreigners in general they're concerned with.

However, I think he does get the gist of the general Japanese attitude towards outsiders.

The wholesale desire to eradicate the historic nation hasn't captured the political class in that country in the same way it has here.
