Statue of Liberty is not copyrighted. What is copyrighted is the Pride of New York logo, which features the Statue of Liberty with a barn and fields.
In this case, it certainly looks to me that it meets the 11 point of difference test, and just happens to be a coincidentally similar image. All that can be done is maybe a nasty letter or three, or if someone really wants to be annoying, they can squander taxpayer dollars filing a lawsuit which they will lose.
