That's a slogan, not the Constitution. In any case, legal immigrants are not forced to be here, and unless they are here, they can't be taxed.
In short - if you do not want them to become citizens at some point in time - they must be deported.

Well, they should. Arguing because something is politically unpalatable that it cannot be done is a pretty good reason why it should be done. Settling for something that’s not quite right because ‘we can’t get what we want’, is why we’re losing this debate.
You don’t have to deport all 12 million. You start by deporting those you can. Rome wasn’t built in a day, after all.
