Many IRS workers had decided to work from home in anticipation of the rally, according to a former IRS employee who had been in touch with old colleagues.

I see a trend, a government without offices, one you cannot find or address except from a computer, if you are so allowed.

They started working on that just after Oklahoma City. I had a family member working in a Federal Building at the time and they were all extremely apprehensive. Eventually her office was moved to a nondescript building out in the suburbs. Somebody figured out that providing a one-stop shopping location for PO-ed protestors and/or terrorists was probably not a good idea.
