All this talk about only the President could give a stand down order, could order cross-border action, etc. is to overlook the fact that Valjar speaks for the President. She gives those Orders and no one questions that procedure.
Do not forget that she told the Seal Team 6 in Pakistan to stand down on UBL several times until “someone” overrode her, or went around here (maybe waiting until she left the room to get rid of too much iced tea?).
Recall Arizona Gov Jan Brewer wanting to give O a letter on the tarmac at Phoenix when he came there for some reason. Varjar jumped in between them, told Brewer she’d take care of the letter (I’m sure she did.).
