Considering the scope of personnel that FEST was comprised of (FBI, CIA, Army, Air Force, Navy, Marine Corps, etc) and the involvement each of those agencies had to have, it is COMPLTETELY IMPOSSIBLE that those in the White House making the decisions did not ‘know’ about FEST’s ‘role and ability’.
In order to give a GO or NOGO order, the individual doing it has to have the info on their ‘role’, otherwise there would be no point in him/her making A DECISION AT ALL.

One group mentioned in the article (FEST) was based in the US and the other (In-extremis force) was in Croatia on an exercise.
