Holder can't call for a special counsel or select committee (maybe Boehner could) as that would give those in charge subpoena power and depositions would have to be taken...other than those subpoenaed taking the 5th, Obama would most likely take the case off the table with Executive privilege as he did with Fast & Furious.....If The Benghazi Cover-up were exposed then Obama by law would face impeachment.
