"...thats weird, I thought hurricane katrina washed all the thugs over to Texas." Unfortunately, no. It washed many OUT of New Orleans, but a lot of them landed in Baton Rouge, and they never went back. The area around Perkins Road and Scenic Highway has sections of "Martin Luther King Boulevard" territory nearby.

“Martin Luther King Boulevard”
A few years ago the wife and I took an overnight trip to Savannah GA. (we live 3 hrs south in NE FLA) After spending a nice day in downtown Savannah we headed to the hotel I booked online. The directions contained necessary travel on the local MLK blvd (you can imagine the view). At one traffic light my wife turned to me and calmly said “if the scenery doesn’t change soon, keep driving until we get home” to Florida. I turned to her and said “roger that”.

Yes, the New Orleans vs. Baton Rouge "groups" (they don't like to use the word "gangs") and the post-Katrina struggle for power and territory in Baton Rouge was a non-story that didn't fit the MSM narrative.
In that part of town, from what I understand, even a CCW wouldn't help you. And if you did manage to survive, expect to be imprisoned with the family and friends of the people who attacked you. The high crime keeps chasing those who might vote against the current Powers That Be out of the city.
