You usually find a career bureaucrat 'acting' in the absence of the agency head who is usually an appointee.

So he's just one of the employees waiting on a new boss and he said he didn't know whatever it is he did know.

Like I said, I think this was worked out by Tim Geitner and his cronies at Treasury Department level ~ the TEAParty and pro-Israel Jews are, of course, his natural enemies!
